TOR, Graphic Corporation, ECG, GACL, other state institutions owe GRA over GH¢1bn in taxes

Official of the Ghana Revenue Authority (GRA) has revealed that ten state institutions including the Ghana Airports Company Limited (GACL) and the Electricity Company of Ghana (ECG), Tema Oil Refinery (TOR) owe Ghana’s tax collection body over GH¢1 billion in taxes.
This came to light when the top management staff appeared before Parliament’s Public Accounts Committee’s (PAC) public sitting on Monday, July 29, 2024, to answer queries leveled against them by the Auditor General.
Although some entities are said to be viable and have given an indication of payment, committee members raised concerns over redundant ones like the Tema Oil Refinery (TOR).
A GRA official indicated for instance that “GACL and Graphic Corporation currently are having cash flow challenges. They’ve indicated to us that we need to give them a moratorium so they can come back to us. So, for them, they are prepared to pay. Once their cash flow improves.”
Meanwhile, the Minister of State at the Finance Ministry, Madam Abena Osei Asare addressing concerns raised by members on companies that are unlikely to pay their taxes indicated “Mr Chairman we have done this before. We brought it to parliament; we went through a process and brought some to parliament for parliament to write it off.
“If it becomes necessary after all avenues to collect these monies have failed, we will go through that process and then come to parliament for permission to do that.”
